Latest News Syria: General Amnesty on Crimes

President Bashar al-Assad on Tuesday issued legislative decree No. 23 for the year 2013 stipulating pardoning the crimes committed before April 16, 2013.

The amnesty covers the majority of crimes including those sentenced to death, the misdemeanors, peoples suffering from incurable diseases and elderly people.

It also includes the crimes of possession of illegal weapons and crimes of internal and external escape.

Crimes of treason, espionage and terrorism were excluded from the amnesty.

Justice Ministry Calls for Immediate Implementation of the Amnesty Decree

Minister of Justice, Najem Hamad al-Ahmad, asked the public attorneys in the competent courts of all governorates to immediately work for the implementation of the legislative decree No. 23 on granting general amnesty for crimes committed before April 16, 2013 .

The Minister stressed that tomorrow is an official working day at all courts, judicial departments of Public Prosecutions.

Chief Lawyer: The Decree Is the Most Comprehensive among All Previous Ones

For his part, Chief of the Bar Association, Nizar al-Skeif, described the decree as the most comprehensive among the amnesty decrees previously issued in Syria as it included all penalties for misdemeanors and infractions including traffic violations.

He noted that the decree granted a 15 day period for those who are willing to hand over their unlicensed weapons, in addition to a 30 day period for escape from the military inside the country and a 90 day period for escape outside the country.
